It's just that starting with ~75 ranged units, a Ballista, Ammo Cart and War Machines makes for a very fast early game. Having a fast early game is very important for magic factions, because in the very late game, might will dominate. Even though Academy's mid game is quite solid, because they're quite might-y with their mini artefacts.
